今日の世界において、民主主義は守られるべきものと考えられている。しかし、そのようなことが正しいとは言えないような事象を見つけることは難しくない。独裁者が自らを民主主義を擁護する者として見せることもあれば、いわゆる自由民主主義国家に生きる市民が少なからず民主主義に失望したり、民主主義に強く反対さえしている。 この授業では、民主主義に関する基本要素の定義から始めて、民主主義に対するこうした複雑で矛盾した態度を理解すべく、実証政治学の代表的研究や世界の政治的イベントを広く見ていく。授業で扱われる主な問いは次の通りである。 ・なぜ民主主義を否定することは難しいのか（少なくとも公的な言説のレベルで） ・民主主義でない体制での生活とはどのようなものか ・良い民主主義と悪い民主主義はどのように見分けられるか ・人々が民主主義に失望すれば、非民主的な体制は正当かされるのか。良い非民主的体制は悪い民主体制より良いのか） 第1回 オリエンテーション 第2回～第5回 政治体制の多様性（民主主義体制、全体主義体制、権威主義体制） 第6回～第9回 民主化の促進要因と阻害要因 第10回～第14回 民主主義の質 第15回 まとめ ------- Today's world considers democracy a value to be defended. However, we can easily find around us cases in which this argument does not hold. Some dictators do not hesitate to show themselves as supporters of democracy, while not a few citizens in so-called liberal democratic countries feel disappointed with democracy and even oppose to it. This course, starting from defining key components of democracy, will explore representative works of political science and recent political events around the world to understand this mixed and contradicting attitude toward democracy. The main questions to be answered will be: - What makes us difficult to deny democracy, at least on the level of public discourse? - How does a life under non-democratic regimes look like? - How do we tell good democracy from bad democracy? - Does people's disappointment toward democracy justify non-democratic regimes, or is good non-democracy better than bad democracy? Introduction 2-5 Varieties of political regime (democratic, totalitarian, and authoritarian regime) 6-9 Promoting and inhibiting factors of democratization 10-14 Quality of democracy 15 Conclusion |
